Just checking out what happened, I ran into the same problem. The problem seems that when you reorganize the form relationships, the form is locked and not unlocked after the task.
Try to overcome this problem by "unlock file relationship ." after the reorganization in a procedure. As this does not work very reliable, opening the application again takes care of the problem.
It seems to be a real bug.

Tested again and found the following scenario:
1. Open a form with subforms and then close the form
2. Reorganize "Relationships"
3. Open the same or another form with subforms. Message: "waiting for relationships .....". followed by Fatal Exception.
Another test:
1. Open a form without subforms and close the form
2. Reorganize "relationships" .
3. Open a form either with or without subforms. Problem does not occur.
According to my tests, the problem occurs only if the relationships are reorganized right after a form with subforms were opened.
